Dazzle Ekblad is a Climate Policy Analyst at the New York State Department of Environmental Conservation (DEC). Originally from Minnesota, Dazzle has worked out of the DEC’s central office in Albany since 2014. She leads the community engagement team at the DEC Office of Climate Change; this team’s primary focus is management of the office’s two funding programs for municipalities: the Climate Smart Communities grants and the Zero-emission Vehicle program. Dazzle also coordinates the interagency Climate Smart Communities Certification program.

Nicola Armacost has served as Mayor of Hastings-on-Hudson since 2019 and before that as Village Trustee since 2009. Under her leadership, Hastings-on-Hudson is currently the highest-ranking Clean Energy Community (CEC) in New York State, and is one of only seven silver level Climate Smart Communities (CSC) in the State. The municipality has adopted the New York Stretch Code, expanded financing for energy efficiency and green infrastructure through Open C-PACE financing, and passed a Low-Embodied Carbon Concrete Resolution.

P. Josh Wilson, Director of Sustainability at Erie County Department of Environment and Planning (DEP) heads up a group within DEP that coordinates the County Green Team’s work implementing the internal operations Climate Action and Sustainability Plan, and the development of the Phase 3 County Watershed Management Plan, an equity focused Community Climate Action Plan (early 2022), and a Climate Vulnerability Assessment (late 2021).  The group is also focused on the Erie County Low Income Program for Sustainable Energy.  Josh worked for 15 years as a consultant focused on business sustainability, building energy performance and air quality, and a Lead Verifier for the California Climate Action Registry.

John Pumilio, LEED Green Associate, Certified Energy Manager, and Certified Health Coach is the director of sustainability at Colgate University.  Since 2009, John has led Colgate’s sustainability program and effort to achieve carbon neutrality by 2019.  Over that time, the university has reduced its campus carbon footprint by 46 percent and in 2019 became the first college or university in New York State to achieve carbon neutrality.  Successes to date include a reduction in energy, water and paper while increasing renewable energy, and recycling.

Amanda Mazzoni

Amanda Mazzoni is a Principal Planner in the Energy Management program of the Central New York Regional Planning and Development Board (CNY RPDB).  She is one of the NYSERDA Clean Energy Communities Coordinators, serving municipalities throughout the five counties of Central New York, which includes Cayuga, Cortland, Madison, Onondaga, and Oswego Counties. Prior to working as a CEC coordinator, Amanda assisted municipalities in developing greenhouse gas inventories and climate action plans as part of the Climate Smart Communities Pilot Program, which has since developed into the broader CSC Certification. Amanda has a Master’s degree in Environmental Studies from SUNY ESF.
